DBE Re-Certification Approved
The U.S. Department of Transportation (DOT) has significantly updated its Disadvantaged Business Enterprise (DBE) certification rules effective October 3, 2025, through an Interim Final Rule (IFR) that replaces long-standing race- and sex-based presumptions of social and economic disadvantage. The new re-certification process requires that firms must now individually demonstrate social and economic disadvantage through a Personal Narrative (PN) and financial documentation through a Personal Net Worth (PNW) Statement.
McCabe Environmental Services started this arduous process in the beginning of 2026, and was notified on April 30, 2026, that their DBE certification reevaluation was approved. See comment below:
"After reviewing your Personal Narrative and updated Personal Net Worth Statement, the Port Authority of New York and New Jersey, a Certifying Partner in the New York State and New Jersey Unified Certification Program (NYSUCP and NJUCP, respectively), is pleased to inform you that your firm meets the new eligibility standards DBE certification."
